Important Notice - Housing Project for West Parley - Cancellation of Meeting

Due to the delay in the publication of the Regional Spatial Strategy following the resignation from the cabinet of Hazel Blears and the appointment of John Denham MP as her successor, we are cancelling the meeting at the Memorial Hall arranged for Saturday 4th July. We shall re-convene the meeting as soon as we feel it appropriate. In the meantime please write to John Denham to voice your opinions about a massive increase in house building in our green belt fields.

Our web site has been updated and contains much information including a fine short video about West Parley made by a former West Parley resident. The web site has now been given a complete new-look and contains full information about all our activities and interesting information about the village.



Floral Display and the appearance of the village

Please get in touch with us if you feel that you can contribute to our efforts to improve and maintain the appearance of our lovely village. (alanmacd@talktalk.net) We would be grateful for extra volunteers to assist in the watering of our floral display at Parley Cross and opposite the Porsche garage. Our waterers work in pairs and carry out their work using a hose system about once every five weeks on a rota.

Our litter pickers take a section of a road and maintain it clear of litter by a patrol every 4 weeks or so. We know that many residents already undertake this activity quietly near their own homes. If you would like to join our list of volunteers please e-mail Alan Macdonald (alanmacd@talktalk.net)

Our pavement and other public space volunteers meet every two weeks (Tuesday 9.00am) and together work on widening our pavements to their intended width. We are currently opening up the north side pavement along Christchurch Rd East. We have recently completed work on New Rd(South). Our next meeting will be on Tuesday, 30th June 9.00am at Memorial Hall, Christchurch Rd.

Quarterly Meetings
We had a very positive response to our proposal to hold quarterly meetings at which various topics could be discussed. The first meeting will be held at 7pm on Thursday 28th May at the Memorial Hall in Christchurch Rd. The topic for the evening will be The Future of Road Transport in the Parley Cross area and Mr Paul Willis, from the DCC Transport Planning Group, will speak about DCC current highway plans, and the DCC strategy in the longer-term for transport improvements in and around our area. We hope to be able to welcome at large gathering at the meeting for the airing of this important issue.

EDDC Spring Clean
As last year we shall not need to carry out our litter Spring Clean, after all, as our village is being kept tidy by our volunteer force. Several residents volunteered to help with the proposed Spring Clean for which we are grateful and we hope to enrol them on our regular litter clearance list of volunteers. Floral Display
The floral baskets will be taken down shortly for re-planting. By the end of May we should have 24 hanging- baskets in place along the North and South shopping parades and 11 large baskets on the railings opposite the shops. The planters opposite the Porsche showroom will also be replanted.Golden Acres are again kindly providing the plants. We still need to recruit more volunteers to help with the watering of the railings baskets. If you can spare a few minutes every 5 weeks during the summer months to help with this task please contact Alan Macdonald at alanmacd@talktalk.net or on (01202) 571349.

The Pavements of West Parley
The cycle track from Parley Cross to the Airport is now near completion and our WPRA volunteers have tidied up the pavement in New Road and cleared it to its original width. If more residents are able to volunteer to assist with this task, which need not involve hard manual work, we shall get the job done more quickly. We work for one or two hours, once a fortnight. Many of our pavements, particularly in Christchurch Rd (Parley Cross to the Horns pub and Parley Cross to Golden Acres) are in a very overgrown condition in places and are hardly wide enough to walk along two abreast. If you can help with this task, please meet us at the end of Longfield Drive on Tuesday, 5th May at 9.00 am. or contact Alan Macdonald at alanmacd@talktalk.net or on (01202) 571349.

Dear Fellow Residents,

We are pleased to provide you with an up-date on our recent activities in respect of our
determination to improve the appearance of West Parley. We do ask you to seriously consider
becoming involved with us in our efforts and particularly by giving up a little of your time to
assist with one or more of the u/m activities.

(a) Floral displays at West Parley.
Many will have seen the beautiful floral displays, which were provided by Golden Acres
Nurseries, placed at Parley Cross and opposite the Porsche Garage in New Road. We have
received many positive comments about the improved appearance of the area due to these
lovely displays and we wish to do more. Each planter is watered twice each week by a small
group of volunteers and, thanks to EDDC, The Co-op and Apple Conservatories, we are able to obtain water from points very near to the displays. The ladies at The Lighting Studio and Cats Boutique are doing the watering of two baskets every week and we are very grateful to them.  In order to keep the task of watering down to an acceptable frequency for each volunteer we urgently need offers of help from more residents. This involves about 15 minutes work, twice a week on a monthly basis, to water 3 planters, which are each fitted with a water reservoir.

If more volunteers offer to help we can take up Golden Acres offer to replant the containers in mid October with winter flowing pansies etc. which will provide a superb year long display.

(b) Litter clearance
The litter clearance operation by a small group of residents has been very successful and we
now wish to set up a more permanent scheme involving volunteers who we hope will agree to
maintain free of litter short sections of the main road areas and some minor roads, as far as
possible near to their own homes by a regular patrol.
We hope that small groups or individuals, will volunteer to keep one of the u/m areas clear of
litter in the course of a weekly walk. It would be a fairly easy task. Litter pickers provided !

DCC have this matter in hand and we expect an improvement in the near future.

(d) Car Parking at Parley Cross Shops (South Parade)
Many Residents and Shopkeepers are frustrated by the difficulty of parking at Parley Cross and we are shortly to consult the shopkeepers about their views on the nature of the problem and their suggestions about how the problems can be reduced. We hope then to produce a report based on the consultation which will be passed to the Parish, District and county Councils for their support and action. We are also keen to obtain the views of residents on the parking problems that they experience when visiting the shops and we invite you to contact us with any suggestions that you may have to alleviate the problems. (e) Weed clearance - Parley Cross
.
Thanks to the generous offer of a resident we should be able to maintain weed-free the area
around the Parley Cross shops, the Car Park and rear of the shops in Elm Tree Walk.
Weeds will be sprayed, the resulting dead foliage strimmed and removed 3 or 4 times each year.  Shop keepers have generously donated funds to purchase the materials for the spraying and the task will be completed by a licensed professional.

An update on our efforts to improve the appearance of west Parley.

(a) Litter clearance
The litter clearance operation by a small group of residents has now cleared litter from the main road areas and some minor roads.    We are now hoping to complement the efforts of EDDC litter squad who visit West Parley (main roads only) on a 4 weekly basis by inviting volunteers to work with us in an attempt to keep our roads free of litter at all times.
Any one who has a little time to spare on any day and would like to help keep our village clear of litter is invited to contact me so that we can include you in our workforce.    We have a volunteer group of about 8 people at present

(b) Litter in the streets.
There has been an increase recently in the number of refuse bags being torn open during the night by animals (birds, cats, urban foxes etc) and litter being scattered over the area by the winds.   It would be very helpful if we residents and shopkeepers could delay putting out our refuse bags out on the roadside until the morning of the litter collection day.

(c) Dog mess
During our litter picking trips we have also removed a large number of plastic bags containing dog mess which have been thrown into verges, into bushes and left in piles under hedges and footpaths.    We feel sure that residents will see this as a disgusting practice and an unpleasant task for those who have to clear up these bags and will report any findings to EDDC.  We have requested more bins for Dog faeces.

(d)  Floral displays at West Parley.
We have ordered the placing of 8 long, floral baskets at Parley Cross and 2 large, floor standing containers on the traffic island in New Road opposite the Porsche Garage.   These will be planted up and should be in place by the end of May.     We now invite residents to volunteer to help maintain the display by offering to fill the water containers of these floral baskets once or twice a week.     No experience necessary as it a matter only of filling up the reservoir built into the basket.      Again the more volunteers we get the less frequently each one will need to work.  Volunteers please contact

We still need more funds for phase 2 of the project which we hope to put in place by the end of June.  If you have ideas about how we can attract more funding, or wish to donate yourselves, please contact WPRA, 2 Longfield Drive, West Parley, BH22 8TY.

An update for you about our latest efforts to improve the appearance of west Parley.

(a) Litter clearance
The litter clearance operation which was arranged for the weekends 12/13th and 19/20th April will not now go ahead, because our village does not at present have sufficient litter on its pavements and verges to warrant mounting a large exercise to clear it.   Let us all work hard to keep it like this!

Instead a small group of Residents Association members will get round the village during the next week or so and clear what litter is present within a fairly short time.   Any one who has an hour or so to spare on any day of the week and would like to help keep our village clear of litter is invited to contact me so that we can include you in our workforce.

(2) Floral displays at West Parley
.
We have received some financial help from local businesses which will enable us to start the erection of floral baskets on the railings at Parley Cross and on the traffic island in New Road opposite the Porsche Garage.   These should be in place by the end of May.
In order for us to make the fullest possible display we shall need more funds for phase 2 of the project which we hope to put in place by the end of June.
If you have any ideas about how we can attract more funding, or wish to donate yourselves, we should be pleased to hear from you.   Donations should be sent to WPRA, 2 Longfield Drive, West Parley, BH22 8TY.
Floral displays will certainly brighten up these parts of our village.

(3) Elm Tree Walk
Co-op Store is having a refurbishment later this year which will include tidying up the rear of the premises.  The management is being very supportive and this should help improve the untidy situation which currently exists there.

(4) Footpath Elm Tree Walk - New Road.
The DCC Highways dept. have been requested to re-surface the footpath leading from Elm Tree Walk to new Road, by the West Parley Pharmacy.

(5) Footpaths and verges
We are exploring  possibilities for clearing our grass verges and village footpaths of overhanging brambles, trees and bushes and other debris.

Interim Report - March 2008
The Working Party very much appreciates the co-operation and support of shopkeepers and residents at Parley Cross for our efforts to improve the appearance of the area.   

(a) Many meetings have taken place with Officers of DCC/EDDC to discuss:
Traffic in Elm Tree Walk and Ridgeway
Parking in Elm Tree Walk
Sweeping of pavements and regular litter picking schedules
State of pavements and re-surfacing the footpath (Elm Tree Walk-New Rd)
Traffic using the Co-op Car Park to avoid traffic lights
Improving the paved area in front of the shops

(b) Meetings with Community Support Police Officer to discuss:
Anti-social behaviour, traffic issues (dangerous driving, parking etc)

(c) Provision by SEB of new fencing round the Electricity Sub Station (New Rd North Car Park).

(d) Discussion re the possibility of floral displays in the village. Some Sponsorship has already been offered for the provision of plants and containers by local companies.    We shall be grateful for any further offers and ideas for this project, which will make for a more attractive village for residents, workers and shoppers.

(e) Possibility of more attractive Village name signs at the approaches to West Parley.

(f) Involvement of residents in helping to maintain a litter-free and tidy appearance in the village.    Local Volunteer party has already been active in the weeding and sweeping of pavements and car park.

(g) East Dorset Spring Clean 2008
We are hoping to take part in the EDDC Spring Clean 2008 project, which will involve the clearing of litter from pavements and verges in all roads in West Parley and of other open spaces. This will take place on:

Saturday/Sunday 12/13th April Meet 10.00am in Co-op Car Park               Saturday/Sunday 19/20th April Meet 10.00am in Co-op Car Park   

We invite as many residents as possible to join us on which ever of these dates is most convenient for you for an hour or so in order to clear our village of litter.   If we have plenty of volunteers the job should not take us long.     Black bags will be provided but volunteers are invited to bring along their own gloves etc.

Waste Plant at Bournemouth Airport

Dorset County Council plan to put a large waste processing plant on the industrial estate on the west side of the Airport with access via Chapel Lane. The plant is planned to process household waste from Bournemouth, East Dorset and Christchurch. The site has been accepted by a Planning Inspector and DCC say they will submit a planning application for the site in early 2007.

West Parley residents opposed these plans at the Public Inquiry in 2005 and continue to press DCC to reconsider these plans.

Our opposition is based on many concerns, especially the number of dustcarts entering and leaving the site, the emissions from the waste plant mixed with other emissions in the area and the effect of having a large waste plant on an estate where redevelopment is planned to create thousands of new jobs. We are also concerned that the plan was based on old data and the potential for greatly increasing recycling has not been fully taken into account.

DCC say they are strapped for cash yet plan to spend money acquiring land for an access road and for the site itself, although there is already a waste plant in operation locally, on Magna Road, which, with a modest expansion, could process all local household waste at low cost.

The West Parley Residents Association believes that DCC should use the existing plant with a proven capability rather than waste taxpayers money on an expensive 'white elephant' that could put the plans for development of the Airport at risk.


West Parley Residents show what can be done!



Residents in Barrack Road were so concerned about Dorset County Councils plans for a new waste processing plant close by at Bournemouth Airport that it prompted them to see how much recycling they could achieve which would mean that a waste plant may not be needed.

Residents were given a breakdown of how much of their weekly waste is recyclable, a staggering 85%, and were encouraged to set themselves a target for what they could achieve. East Dorset District Council replaced any missing recycling bags and bins and free compost bins were given out for uncooked food waste. Most residents registered to reduce the amount of junk mail they receive.

Overall, some 60% recycling was achieved.

John Cullen, a WPRA Committee member who organised the trial, is very pleased with the results as it showed that only small amount of effort by all Residents could produce some very good results.

Developement Proposal At No 1 Chine Walk

Plans have been submitted for 8, 2-bed houses on the site of 1 Chine Walk/ corner of Christchurch Road.  The application number is 3/06/1345/FUL.

The Parish Council has recommended refusal but the decision rests with the planning officers at East Dorset District Council.

Should you wish to comment you must do so, in writing, by the 1st of December.  If you wish to object planning considerations may include such things as:

- The appearance and character of the area or street, including the design
   and materials of buildings.
- Other environmental issues eg. noise
- Traffic generation and road safety.
- Effects on the landscape and the need to protect special areas.
- Impact of a building on its neighbours.

News - 17th of November 2006

Dave Wells Developement at Parley Cross

The Planning Inspector was to hear the appeal in connection with Dave Wells Development proposal for 28 flats at Parley Cross (190 New Road / 235 Christchurch Road, the old garage) on the 23rd of November at East Dorset District Council chambers.

This hearing has now been cancelled because the Inspector has already made a decision on this case.  A letter, to refuse the appeal and not to grant permission, was issued two days ago.

Further Gravel Extraction At Hurn

A second gravel and sand mine has been granted permission by Dorset County Council in woods next to Avon Common.  Despite objections from Hurn Parish Council and Christchurch Council on the grounds of traffic congestion, noise and dirt amongst other concerns.
