SURVEY

The South West Regional Assembly (at Exeter ) propose to put about

900 high density houses, including 40% affordable housing, in the

Green Belt fields south of Parley Cross. They are likely to be on the hill

up to and around Dudsbury Rings, and bordering Christchurch Road,

and also in the big field to the east of New Road.

Dorset County Council favours this. After much public debate, East

Dorset District Council now opposes it, and so does the West Parley

Parish Council.

PROCEDURE ADOPTED FOR THE ANALYSIS OF THE RESULTS

Over 1500 Survey Forms were delivered to homes in West Parley of which 997 have been returned completed.   This represents a 65% return in terms of the number of households replying.

Counting the Votes

In order to be accurate when counting the number of persons deciding YES and NO to the various questions the following procedure was adopted.

(a)          Forms with 1 name only were counted as 1 vote.

(b)         Forms with 2 names were counted as 2 votes.

(c)          Forms with 3/4 names were counted as 3/4 votes.

(d)         Forms with no names have not been counted.

The total number of persons voting reached 1755.

It should be noted that some residents did not answer all the questions and in a few cases replies were ambiguous and not counted. This accounts for the number of total votes cast being less than the possible maximum number of votes for each question.

EXECUTIVE SUMMARY

Introduction

The South West Regional Assembly has proposed the building of about 900 high density houses at West Parley, on green belt fields South of Parley Cross. The West Parley Residents Association decided to seek the widest and most authentic possible expression of residents` views. A written Survey form was hand delivered to each of the 1530 houses in the village.

The main questions were: did residents think that reducing the numbers on the housing list was such a priority that high density housing should be built on the green belt?  Or, did they think we should protect the green belt and that the houses should be built elsewhere?  And why?  The Survey also covered other areas of interest : transport, roads, the nearby Bournemouth airport, and waste disposal.

Results  65% of all households replied, and 1755 registered electors signed the forms.  This is a very substantial achievement for an exercise of this kind, rivalling the turnout at a general election.

Although the first question asked was whether they were in favour of the housing plans, an overwhelming 98% of residents were opposed.

Their reasons, in order of priority, were the lack of infrastructure to support extra housing, and the loss of particularly significant green belt:

        Inadequate roads for this huge increase in West Parleys population, leading to congestion and air pollution.

        Insufficient schools, medical and recreational facilities

        Loss of green belt as a matter of principle

        Loss of separation between West Parley and Bournemouth, making West Parley virtually a suburb of Bournemouth.

Survey questions on Transport, Airport and Waste, as well as respondents own views on other concerns, produced interesting and worthwhile information. Some key features are: 92% use a car each week to the supermarket; only 26% use buses regularly. Three quarters see the airport as an advantage to the area and have used it, but the same number are concerned by the plans for rapid expansion. A huge 86% feel insufficiently informed about the planned MBT waste plant at nearby Hurn. There is an overwhelming majority in favour of more recycling facilities.

In summary, the Survey has expressed the virtually unanimous view of the residents, opposing the building plans that would swamp the village and change its identity. It will now be widely distributed to MPs, Councillors, Councils and appropriate agencies as the authentic and democratic voice of  West Parley.



Summary of views expressed by residents

   The YES and No responses on the Survey Form produced the percentage results shown in the Table in Part 1.   These show how many have views one way or the other.   Just as noteworthy are the points voluntarily made by respondents in their own words. These convey the strength of their concerns and their own slants.

   The numbers of written points made were:

Infrastructure - Roads and Transport (124)

   The congestion on West Parley roads was the point made most often and most forcefully - mostly affecting the main N/S artery of New Road and the E/W artery of Christchurch Road, but spreading to residential roads now used as rat runs.

   Regular rush hour traffic jams, congestion, delays, noise pollution, air pollution, dangers to cyclists and pedestrians, and inadequate parking were all cited, often in graphic terms, as severe problems.

   These strongly expressed concerns tie up with the statistics in the SE Dorset Transport Local Plan (2006-11) where the Parley Cross junction is forecast to be at 150% design capacity by 2011, and this without taking the 900 additional houses or the airport growth into account.

   It seemed obvious to those commenting that roads in this state now could not possibly cope with 900 houses being added to West Parley's existing 1530. People are also conscious that no road improvement plans in the area are funded.

Infrastructure - Services (44)

   The most frequent point made was the lack of shops in West Parley. There used to be more.   Responders felt there were now insufficient shops for the present population, let alone for a large increase from 900 more houses.   The point was made that lack of shops would force present and future residents to make more car journeys - the opposite of what government and regional planners are trying to achieve.

   Other comments on lack of current services were: shortage of doctors, and particularly dentists; lack of any bank; overcrowded schools; and lengthy response times for ambulances and police through the congested traffic. People felt that funds would have to be in place for major infrastructure improvements before any building on the proposed scale could be attempted.

   Utilities also attracted comment.   Many saw the water supply, drainage and sewerage as being under pressure now, and unable to cope with expansion. The proximity of the proposed building sites to the Stour river flood plain adds to these difficulties.

 

Environment (91)

   Comments centred on the quality of life in the presently beautiful and historic setting of West Parley - the main reason why most of those responding moved here or chose to stay.   Many said, often eloquently and with evident feeling, that the semi rural beauty, the tranquillity, the countryside views - all that makes West Parley what it is - would be lost for ever.

   Many noted that the particular green belt fields in question preserve West Parley's identity by separating it from the North of Bournemouth.   Preventing neighbouring communities from merging into each other was the principal reason for the establishment of the green belt – and it is worth noting that the Dorset County Council then saw the required separation zones as 5 miles. 

   A widely expressed fear was that the sudden arrival of 2000 people in high density housing would mirror the experience in nearby Verwood.   Lack of facilities for young people there led to a substantial increase in anti social behaviour, litter, graffiti, noise, and crime. Police presence – almost never seen now in the stable surroundings of West Parley – would have to be much strengthened and budgets increased.   No evidence has been seen that this has been thought about.

Waste Disposal (74)

   An unexpectedly large number of comments were directed towards the inadequacies of presently provided waste disposal services.    There was a willingness (by 95%) to recycle more if this was made possible.    Much dissatisfaction was voiced over the recently limited access to West Parley’s nearest and best tip, at Longham, and the inadequate facilities at the Brook Road tip in Wimborne.   Trips to the latter were seen as unacceptable additions to congestion and pollution.

   There were so many detailed suggestions for improving house to house recycling that it would be worth the time of the appropriate EDDC officers to read them all.   They centred on the need for garden waste facilities, the provision of wheelie bins, the need for cardboard and carton recycling, and the feeling by many that Bournemouth did it all better.

   As expected, there were concerns expressed over the proposed MBT waste plant at nearby Hurn. An astonishing 86% said they did not feel sufficiently informed about this new plan.

Airport (48)

   Responders generally liked “their” airport (73%) and had used it (78%). Many comments were directed to the obvious problems, for future inhabitants, of putting new houses a mile from the end of the runway of an airport planned to grow fourfold in the next 25 years. The impact of the growing airport on already inadequate roads was also raised. There was a feeling that the airport growth and the housing growth were being considered separately by planners, without any study of the “double whammy” these would cause.

   The general verdict seemed to be an acceptance – indeed a welcome – of the airport as it is now, but serious concern (by 72%) about its rapid expansion without the necessary infrastructure being funded.

 

Decision Making Process (20)

   These were not survey questions, but quite a number of people wanted to comment anyway. Those who did so were all opposed to what they saw as an unelected and distant South West Regional Assembly making these very local decisions.   Many made the point that West Parley had neither been informed or consulted before the Regional Spatial Strategy had been finalised.

Environment

Environment  -  Green Belt

Green Belt & Rural Village

·    All Green belts should be preserved everywhere.

·    To lose the small area of Green Belt land that we have would be a great loss.

·    Green Belt should mean No Building on protected land.

·    Preserve the Green Belt - once breached, where will they stop eroding it.

·    Concerned about any use of the Green Belt for building.

·    Losing the Green Belt will convert Parley to small town - suburb of Bournemouth

·    We came to Parley because of its open spaces, walks, and Green Belt.

·    Just moved from London - for peace and quiet. Upset that Council did not give info about this proposal.

·    Roads already congested. Essential to keep Green Belt.

·    Loss of the quality of life for which we moved to Parley.

·    I have lived in West Parley for most of my 82 years. It is now being completely ruined.

·    We moved to Parley because it was quiet, green and rural.

·    We moved to this village for peace and quiet and beautiful views. This will be destroyed by building.

·    Loss of Open Spaces.

·    We chose West Parley for quiet and better quality of life and sir.

·    We moved to Parley because it was a quiet and peaceful village.

Environment - Quality of Life

·    Proposed development will cause the beauty and attractions of this area to be mined.

·    There is a lack of understanding of the need for space, trees, shrubbery, distant views etc for well-being of people.

·    Loss of beautiful area at Dudsbury, now used by walkers, children, would be a tragedy.

·    Loss of countryside views from our homes. Area susceptible to flooding.

·    Enlargement would ruin what is now an attractive village.

·    Loss of natural woodland.

·    Concerned about loss of good farmland.

·    Spoiling the tranquility of the village.

·    An area of natural beauty and historical interest will be spoilt for ever.

·    Loss of Semi-rural feeling of West Parley.

·    We dread Parley becoming a busy town rather the peaceful village it is now.

·    Parley is a very peaceful area for which we pay a high council Tax. Let it stay like it is.

·    We moved to Parley for its semi-rural setting and the benefits of views, wild animals, road safety and less polluted.

·    Loss of a semi-rural location which brought me here years ago.

·    Complete ruination of this delightful area.

·    Concerned about changing the character of West Parley.

·    We will be part of very large conurbation instead of a village with its own identity.

·    Fire Break behind homes in Lone Pine Drive.

Infrastructure

Infrastructure - General

·    Existing infrastructure cannot cope now.

·    Current infrastructure would not support another 900 families.

·    No housing development without substantial improvements to infrastructure, funded and built before any housing.

·    Infrastructure improvements should include road systems such as A31 and Poole Link Road.

Transport Road system

Congestion in West Parley

·    This proposal will make an already overstretched cross roads much worse.

·    Parley Cross is gridlocked for much of the day as is Ringwood Road at Ferndown and Longham.

·    Traffic already congested at Parley Cross. New Island is often bypassed on wrong side.

·    Roads at Longham and West Parley are very congested and full of lorries.

·    Traffic is already gridlocked at Parley Cross and is a nightmare for drivers.

·    The amount of through traffic in all directions worries me. It will become much worse.

·    Traffic at Parley Cross will be increasingly congested by new houses and airport expansion.

·    Inadequate road system very congested.

·    Will cause higher volume of traffic on an already busy road

·    West Parley cannot cope with the extra traffic

·    Traffic problems would be horrendous if this proposal succeeds

·    Further traffic congestion and increased noise pollution.

·    Current road system is not coping with the current level of traffic.

·    Traffic congestion horrendous at Peak times and even worse when road works etc cause diversions.

·    Parley has one of the busiest cross roads in Dorset.

·    New Rd continually congested already.

·    Traffic at Parley Cross is very congested. Cannot take any more traffic from new houses.

·    Christchurch Rd and New Rd already very congested.

·    Parley Cross very congested, Impossible to get out of side roads for very long time at rush hour.

·    Heavy international lorries using the congested roads through West Parley when bypass exists.

·    Volume of traffic through Parley is already high in daytime.

·    West Parley is recognized as being the busiest crossroads in the County.

·    Traffic congestion is horrendous. Without road improvements it will become unbearable to live here.

·    With current traffic congestion problems in the area it defies belief that DCC supports further development.

·    Increased traffic will be make it even more difficult for pedestrians, particularly the elderly.

·    Already too much traffic congestion in this village, particularly at peak times. Dangerous to build under flight path.

·    Traffic at Parley X nearing saturation in all directions. Can only get worse.

·    Too much traffic for residents, particularly the elderly, to enter the main roads from their homes in side roads.

·    Traffic is already too heavy without any increase in housing.

·    Roads are already too congested to cater for even more traffic.

·    With so much traffic it is difficult crossing the road at Parley Cross.

·    Traffic congestion between Parley/Bournemouth, Parley/Christchurch, Parley, Ferndown and Parley/Wimborne.

·    Sirens and ambulances shriek at all times of day. Traffic is Hazardous at Parley Cross.

·    Roads totally inadequate already with New Rd and Christchurch Road continually jammed.

·    Existing Road system is totally inadequate. More roads will mean more housing.

·    Parley Cross already a bottleneck for traffic and more housing will increase the problem.

Infrastructure -  Transport continued.

·    Concerns re Car Parking.

·    Cars parked obstruct other vehicles, particularly emergency vehicles.

·    Cars parked on pavements -  wheelchairs cannot get through.

·    Thoughtless parking in Glenmoor Rd. shops. Parking near School entrance, Bus stops, both sides of road.

·    Parking of Lorries and cars on grass verge. Lack of road and pavement sweeping. Lack of litter bins.

·    Not enough car parking spaces in Ferndown.

·    Car parking facilities at shops at Parley Cross very inadequate.

·    Insufficient parking places in Ferndown.

Concerns re Lorries

·    Heavy lorries using Dudsbury Road as a short cut (7 ton limit in Dudsbury Ave.) Applies to many other roads.

·    A31 should be Dual Carriageway from Poole to Ferndown to remove lorries and holiday traffic from the town.

·    Turn Ridgeway into Cul de sac. Heavy delivery lorries/vans ruining our unmade road, for which we have responsibility.

·    Taking children to school in 4 x 4 vehicles clogging roads and polluting atmosphere.

Shops & Post Office

·    Change in nature of shops at Parley Cross.

·    Car Parking, shopping. We need more shops.

·    Everyone in the new homes would have to go everywhere by car. - No benefit to local traders.

·    Effect on the shops in West Parley. Even less ease of access.

·    Need Local shops for local people.

·    We need expansion of the shopping facilities at Parley Cross - butcher, baker, greengrocer etc.

·    Dislike the garish shop signs which spoil the village atmosphere.

·    Inadequate parking at Parley Shops.  What will it be like with people from extra 900 houses added.

·    Current type of shops not appropriate for extra residents.

·    Threatens the future of the village and shops at Parley Cross will not be able to cope.

·    Lack of shops. Current use of shops is no use to the villagers.

·    Because there are no shops at Parley one has to drive everywhere. Not enough Parking either.

·    Lack of shopping facilities at Parley.

·    Important that we retain our Post Office and Pharmacy. Important that we all use these facilities.

·    West Parley needs food shops instead of tiles and kitchen etc type shops.

·    More shops needed.

·    Insufficient parking facilities at the shops already cause problems.

Medical & Educational Facilities

·    Lack of Medical facilities - doctors and Dentists.

·    Classes in Overcrowded schools already have max number pupils.

·    No bank or Dentist.

·    Already shortage of schools and doctors. Have to travel to Ferndown or further to get to Doctor.

·    NHS Dentists, Doctors, Hospitals will be overcrowded and not available for all.

·    Need more shops and Post Office.

·    Response times for Ambulances and Police will be severely lengthened. Difficult enough now to get through the traffic.

Speeding cars

·    Speed Limit on New Road should be reduced to 30mph.

·    Roundabout or traffic lights at airport entrance.

·    Cars speeding from the traffic lights at Parley Cross - some restriction needed. Very dangerous.

·    Get road system and infrastructure for the future in place before even thinking about new homes.

·    30mph speed limit in New Rd with light controlled crossing to enable us to cross safely.

·    Size and speed of lorries on Christchurch Rd.

·    New Road - Traffic speed at St Marks church is too high - Needs restriction.

·    Speed camera should be installed on Christchurch Rd between Dudsbury and Parley Cross.

·    Speed of traffic at Parley Cross throughout the day. Need better speed restrictions.

·    Speed of cars along Christchurch Road makes joining traffic stream from side roads very dangerous.

·    Lowering of speed limit from 40 to 30 mph in Christchurch Rd. Very dangerous speeding.

·    Speeding in New Road and Christchurch Rd.

·    Lack of Speed cameras on New Rd.

Problems spilling onto Other Roads

·    Large lorries should be diverted on to Ferndown by-pass.

·    Traffic calming measures at Golf Links Rd did not follow advice of residents, which officers agreed was clear.

·    Cars parking in Glenmoor Rd on pavements and double parking by shops.

·    Traffic speeding in Glenmoor Rd and Church road when children or cycling to school.

·    Cars driving thro Glenmoor Rd go too fast. Very dangerous. School nearby.

·    Glenmoor Rd is a racetrack with double parking outside shops. Very dangerous near school.

·    Chine walk is very dangerous. Acts as a rat run for traffic avoiding queues. Speed Humps.

·    Chine Walk used as a Rat Run by traffic wishing to avoid the Traffic Lights. Speed control needed.

·    Porsche Garage in New Road causes extra congestion - 15 or so cars parked on roadside all day.

Effect of Traffic on local bridges

·    Roads and bridges being damaged by large and heavy lorries.

·    Longham bridge causes great constriction to traffic flow.

·    Heavy lorries should not be allowed through Longham but diverted to Wimbome by-pass.

·    Concerned about the large number of Heavy vehicles using Longham Bridge, Christchurch Rd.

Bus Services

·    Public transport does not cover the journeys that I am required to make for work.

·    Very inconvenient transport service to hospitals, particularly for the elderly.

·    Bus service from Ferndown thro West Parley to Bournemouth Hospital is a major need.

·    Bus shelter at Parley Cross not maintained. Need shelter on northbound side of road.

·    Bus transport to Hospital is very difficult for elderly as we need to change buses.

·    We need more frequent buses to Christchurch or via Castle Lane. Many would then use the buses.

·    Elderly cannot walk to and from Buses.

·    Regular and frequent Bus service to Bournemouth would enable us to leave cars at home to & fro work.

·    Lack of Public Transport.

·    Cost of using buses daily to Bournemouth each week higher than using car.

·    Lack of sufficient buses.

·    We need better bus services to encourage people to use the bus.

·    Heavy lorries through Ringwood Rd at Ferndown.

Facilities for Cyclists

·    Existing cycle tracks are of little use.

·    Roads too dangerous for cyclists. Better cycling facilities would encourage many more people to ride.

Bournemouth Airport

Aircraft noise and air pollution

·    Severe noise from Aircraft flying over houses will make them uninhabitable.

·    Aircraft noise is increasing at all hours.

·    Concerned about Growth of airport, Noise, pollution, road congestion.

·    Constant noise of aeroplanes and heavy traffic.

·    Noise and pollution from Airport will be unacceptable.

·    Noise pollution from Airport and aircraft.

·    Noise on existing flight paths.

·    Over last 6 months noise from airport has become intolerable. Revving engines under test, planes taking off.

Building under the Flight Path

·    Building under flight path of Airport.

·    Flight path - larger flights turn earlier over Ferndown.

·    Light aircraft now changed Flight Path - low over Ferndown.

·    Concerned about building more houses under flight path.

·    Building under the flight path is silly.

·    Pilots do not always use the correct flight path, over flying houses to South of Parley Cross.

·    Flight path is moving Northwards over Parley.

·    Aircraft not adhering to the Flight Path is alarming. Noise pollution is worse.

·    Housing development proposed under flight path without taking Airport Expansion into account.

·    Much of new development would be under the flight path from the airport. - unacceptable levels of noise and pollution.

Emergency Landing facilities

·    Fields where they intend to build are emergency landing sites for Aircraft. 3 emergencies in last 3 months.

·    Loss of safe emergency landing for aircraft, which will increase greatly in number.

·    No houses should be built in fields which subject to aircraft being forced down over them.

·    Better access from Spur Road to Airport would reduce traffic thro Ferndown and West Parley.

·    Growth of airport will only increase traffic congestion. We feel that we are being forced to leave the area.

Airport related Traffic congestion

·    Level of Air traffic has to be controlled. Only place it impacts on is West Parley.

·    Any link from Spur Rd to Airport will not affect traffic in West Parley.

·    Airport expansion will be acceptable with new Road links.

·    Road needed from Red Hill to Horn Airport to ease traffic through Parley.

·    There is no transport available from Airport to Bournemouth Town Centre other than by taxi.

Proposed Waste Plant

·    Proposed 8 Town houses at 1 Chine Walk is very worrying. This seems to be a growing trend.

·    House replaced by flats at I Chine Walk.

·    2 bed flats at Chine Glade have stood empty for over 1 year since they were built and now planners wish to build.

·    Loss of Dormy Hotel site for rebuilding flats - high quality hotel lost to 400 people.

·    Concern about the non-development of the Dormy Hotel site.

·    Area spoilt by conversion of 50+ year-old bungalows to trade premises. Causing extra traffic, noise, pavement.

General Planning Issues

·    Opposed to demolition of houses to rebuild as block of flats.

·    Concerned about the many houses being demolished to be replaced by flats.

·    Pushy developers who buy 2 adjacent properties to build flats on. Changing character/environment.

Council Tax

·    Concerned that EDDC more interested in raising Council tax than protecting the environment.

·    Litter in West Parley is very bad. No council services in evidence.

·    Non maintenance of the pavement (Weeds, ivy etc) in New Road just North of Parley X.

·    Better maintained pavements with more dropped kerbs. Particularly important for wheelchair users.

·    Why not use area near to Castlemain Trail, which is adjacent to Trunk roads to everywhere.

·    More building in unoccupied houses in Bournemouth, Boscombe and Poole instead of building more shopping.

·    Put new Housing on St Leonards Hospital site which has better roads and infrastructure.

·    900 Houses would be better situated between A31 and Spur Rd. around Boundary Lane.

Antisocial Behaviour

·    Could cause a “yob” element in the area through lack of amenities. Crime rates will increase.
