The presentation will take place at West Parley Memorial Hall at 10:00am on Monday the 26th of February. Local press, radio and TV have been invited to attend the launch which represents residents views on local issues such as the proposals to develop the Greenbelt, the airport, traffic concerns and waste facilities. Click HERE for link to ECHO story -------------------------------------------------------------------------------------- Notice - 23rd of January 2007 Waste Plant at Bournemouth Airport Dorset County Council plan to put a large waste processing plant on the industrial estate on the west side of the Airport with access via Chapel Lane. The plant is planned to process household waste from Bournemouth, East Dorset and Christchurch. The site has been accepted by a Planning Inspector and DCC say they will submit a planning application for the site in early 2007. West Parley residents opposed these plans at the Public Inquiry in 2005 and continue to press DCC to reconsider these plans. Our opposition is based on many concerns, especially the number of dustcarts entering and leaving the site, the emissions from the waste plant mixed with other emissions in the area and the effect of having a large waste plant on an estate where redevelopment is planned to create thousands of new jobs. We are also concerned that the plan was based on old data and the potential for greatly increasing recycling has not been fully taken into account. DCC say they are strapped for cash yet plan to spend money acquiring land for an access road and for the site itself, although there is already a waste plant in operation locally, on Magna Road, which, with a modest expansion, could process all local household waste at low cost. The West Parley Residents Association believes that DCC should use the existing plant with a proven capability rather than waste taxpayers money on an expensive 'white elephant' that could put the plans for development of the Airport at risk. West Parley Residents show what can be done! Residents in Barrack Road were so concerned about Dorset County Councils plans for a new waste processing plant close by at Bournemouth Airport that it prompted them to see how much recycling they could achieve which would mean that a waste plant may not be needed. Residents were given a breakdown of how much of their weekly waste is recyclable, a staggering 85%, and were encouraged to set themselves a target for what they could achieve. East Dorset District Council replaced any missing recycling bags and bins and free compost bins were given out for uncooked food waste. Most residents registered to reduce the amount of junk mail they receive. Overall, some 60% recycling was achieved. John Cullen, a WPRA Committee member who organised the trial, is very pleased with the results as it showed that only small amount of effort by all Residents could produce some very good results. |

(a) Litter clearance The litter clearance operation which was arranged for the weekends 12/13th and 19/20th April will not now go ahead, because our village does not at present have sufficient litter on its pavements and verges to warrant mounting a large exercise to clear it. Let us all work hard to keep it like this! Instead a small group of Residents Association members will get round the village during the next week or so and clear what litter is present within a fairly short time. Any one who has an hour or so to spare on any day of the week and would like to help keep our village clear of litter is invited to contact me so that we can include you in our workforce. (2) Floral displays at West Parley. We have received some financial help from local businesses which will enable us to start the erection of floral baskets on the railings at Parley Cross and on the traffic island in New Road opposite the Porsche Garage. These should be in place by the end of May. In order for us to make the fullest possible display we shall need more funds for phase 2 of the project which we hope to put in place by the end of June. If you have any ideas about how we can attract more funding, or wish to donate yourselves, we should be pleased to hear from you. Donations should be sent to WPRA, 2 Longfield Drive, West Parley, BH22 8TY. Floral displays will certainly brighten up these parts of our village. (3) Elm Tree Walk Co-op Store is having a refurbishment later this year which will include tidying up the rear of the premises. The management is being very supportive and this should help improve the untidy situation which currently exists there. (4) Footpath Elm Tree Walk - New Road. The DCC Highways dept. have been requested to re-surface the footpath leading from Elm Tree Walk to new Road, by the West Parley Pharmacy. (5) Footpaths and verges We are exploring possibilities for clearing our grass verges and village footpaths of overhanging brambles, trees and bushes and other debris. Article published on the front page of the Stour and Avon Magazine 4th of April. CRITICS say roads and schools would be unable to cope if the government’s proposals for a massive increase in housing in the Lytchetts were implemented. The Draft Regional Spatial Strategy recommendations for the construction of 2,750 houses on the Green Belt between Lytchett Minster and Lytchett Matravers have received unequivocal opposition from local people of every political persuasion. This includes Annette Brooke MP, Nick King, the Conservative parliamentary spokesman for Mid Dorset and North Poole, Dorset County Council, Purbeck District Council and all the town and parish councils. Local action groups are being formed, and there was a massive turnout for a recent public meeting in Lytchett Minster. “This is a huge issue,” said Mrs Brooke, “and everyone is totally against it.” The Secretary of State for Communities and Local Government Hazel Blears is due to make a statement this summer in which she could decide against the development, or in a worse scenario, she could increase the number. This will be followed by a 12-week period of consultation before the RSS is adopted at the end of the year. In addition to the 2,750 properties, a further 2,400 could be built throughout Purbeck over the next 20 years. “If you wanted to build 5,000 additional houses, you couldn’t chose a more difficult place than Purbeck, which has a large amount of heathland and areas of outstanding natural beauty,” said Mrs Brooke, adding the development would only compound the existing traffic problems. “Natural England are opposing the development, so we are putting our hopes in this. There are also flood and drainage implications.” The additional housing is not site specific. “It would destroy the village of Lytchett Minster. I don’t want this part of my constituency to be an urban sprawl stretching from Lytchett Minster to Lytchett Matravers,” said Mrs Brooke. “What we want is to provide housing for local young people. Big developments won’t do this, and would end up providing more second homes,” said Mrs Brooke, adding she was unhappy that decisions were being taken by an un-elected body in Exeter. Nick King, the Conservative parliamentary spokesman for Mid Dorset and North Poole, shares Mrs Brooke’s concerns. “The Government’s plans for development in Purbeck propose enormous and unsustainable development in the district,” said Mr King. “Concern at the proposals crosses political lines. There has been no proper process underlying these plans. They ignore the wishes of local people. They make no provision for the infrastructure to support the proposed developments. Our local roads are already gridlocked with traffic, our local medical facilities are overstretched and our schools often over-subscribed. It’s imperative we work together to oppose the development.” He felt local people, through their local councils, should decide on the amount and location of development. “Now is not the time to use the issue as a political football,” said Mr King. “Local, non political, action groups are being set up to oppose the recommendations and make sure that Government hears the concerns of local people.” Paul Johns, who is both a district and town councillor, said: “There has been no democratic decision. The biggest problem is the lack of infrastructure for which there is no money from government. On the Continent, roads are put in before housing. The highways in Purbeck can’t be expanded. The A351 to Wareham is already too busy, Upton Crossroads is horrendous and traffic through Lytchett Minster makes it a danger spot.” The Draft RSS also proposes the construction of 2,400 homes in East Dorset, with sites north and west of Corfe Mullen to the west of Wimborne and along the north edge of Colehill and to the east and south of Ferndown and West Parley and 600 homes in Christchurch. (a) Many meetings have taken place with Officers of DCC/EDDC to discuss: Traffic in Elm Tree Walk and Ridgeway Parking in Elm Tree Walk Sweeping of pavements and regular litter picking schedules State of pavements and re-surfacing the footpath (Elm Tree Walk-New Rd) Traffic using the Co-op Car Park to avoid traffic lights Improving the paved area in front of the shops (b) Meetings with Community Support Police Officer to discuss: Anti-social behaviour, traffic issues (dangerous driving, parking etc) (c) Provision by SEB of new fencing round the Electricity Sub Station (New Rd North Car Park). (d) Discussion re the possibility of floral displays in the village. Some Sponsorship has already been offered for the provision of plants and containers by local companies. Regards Steven Welsby Communications Officer East Dorset District Council (01202) 639034 07931 429935 ====================================================================== Dear Madam, I am writing to you in capacity as Leader of East Dorset District Council to express the Council’s serious concerns over the Report of the Panel on the draft Regional Spatial Strategy for the South West. The Panel appears to have followed a course of ‘predict and provide’, an approach which, for many years, has been rejected by the Government as an entirely unsound basis for planning. The Panel has proposed housing targets for areas of East Dorset on the basis of the 2003 household forecasts. This is a simplistic response and fails to take into account the need for a considered policy approach to direct future development, rather than to respond to the mechanical process of projections. In this area, the ‘predict and provide’ approach fails to take into account the severe environmental constraints, particularly those of biodiversity, which requires a very different, considered and careful policy approach. The second point is that the Panel appears to have made radical proposals on the basis of inadequate evidence. For example, the Panel has recommended an additional 1,000 dwellings be provided in East Dorset on small sites, yet to be found. (We believe the Panel intends these to be on what is currently Green Belt land, although on this, as on a substantial number of issues, the Panel’s report is confused and inconsistent.) It appears from the report that the Panel based its conclusion on two points, firstly on the view of one participant at the Public Examination who said that there was (unspecified) potential and, secondly, on their brief tour of the area. I understand the Panel spent just one day covering south east Dorset. The Council finds this level of evidence inadequate for what is a fundamental proposal affecting the interests and environment of our Green Belt settlements, and consider that these conclusions are very challengeable. The impact of such a proposal, were it carried forward into your modifications to the Draft RSS, would be highly damaging to the Green Belt. In practical terms would create uncertainty over Green Belt boundaries throughout the Council area, increase enormously the amount of work necessary for the Local Development Framework and delay the implementation of the other proposals in the RSS. The Council has opposed, and continues to oppose, three major urban extensions for housing in this District, at Corfe Mullen, Wimborne and Ferndown (although the Council supports a fourth proposed urban extension for employment west of Ferndown). It is universally acknowledged that these residential extensions to the urban area have severe environmental disbenefits, although the Panel report once again appears to be defective in its failure to acknowledge the force of these or to provide a balanced, argued consideration. The Council, therefore, urges you to reject the Panel’s recommendations on these issues, to consider the proper policy approach towards development in one of the most environmentally sensitive areas of the country and to provide, as your predecessors have done, a clear policy framework for the control and management of development, without the environmental damage which the Panel’s recommendations would create. More than 200 people crammed into the Hall to hear Chairman Dick Heaslip explain the next steps of the Regional Spacial Strategy now that the E.I.P. Christopher Chope backed these sentiments and confirmed that a future Conservative Government would scrap Regional Assemblies and would hand back decision making regarding housing targets to local people. The South West Regional Assembly is the unelected body planning to place 900 houses in West Parleys Greenbelt fields despite opposition from our Parish and District Councils. This hearing has now been cancelled because the Inspector has already made a decision on this case. A letter, to refuse the appeal and not to grant permission, was issued two days ago. -------------------------------------------------------------------------------------- News - 17th of November 2006 FURTHER GRAVEL EXTRACTION AT HURN A second gravel and sand mine has been granted permission by Dorset County Council in woods next to Avon Common. Click HERE for link to ECHO story -------------------------------------------------------------------------------------- News - 17th of November 2006 HOT NEWS ON THE REGIONAL SPATIAL STRATEGY West Parley Parish Council has been invited to participate in the RSS (the plan to put 900 houses in our green belt fields) examination in public (EIP) which will take place in Exeter in April 2007. This is great news as we were all led to believe that only large local authorities such as Dorset County Council would be invited to give further evidence. It means that we will have some local representation to voice our concerns when the plan is debated at this stage. -------------------------------------------------------------------------------------- News - 17th of November 2006 BIOMASS BURNER PROPOSED at ECO-COMPOSTING SITE, CHAPEL LANE Plans are in progress to site a Biomass burner in Chapel Lane at the Eco-Composting site. This plant is not part of Dorset County Councils waste plans to site an MBT (mechanical biological treatment) plant and RDF (refuse derived fuel) incinerator on land off Chapel Lane near to Bournemouth Airport but is in addition to them. Representatives from the West Parley Residents Association will be visiting the site to obtain more information on this proposal. Click HERE for link to ECHO story -------------------------------------------------------------------------------------- Meeting report - 26th of September 2006 PUBLIC MEETING 26 SEPTEMBER AT WEST PARLEY MEMORIAL HALL The WPRA Committee gave the latest information on the 900 houses project to a crowded audience of 175. Paul Timberlake showed the developers intended plans, with a minimum of 900 houses, on each side of New Road, and going all the way up to Dudsbury Rings, with new access roads on to Christchurch and New Roads. John Cullen talked about increased traffic flows leading to congestion and reduced air quality; Della Edwards told what we had achieved so far, including the organisation of the largest crowd ever to attend an EDDC meeting, with presentations from our Association and our local District Councillors, which made EDDC change their minds and decide to oppose this housing project. Chairman Richard Heaslip explained that this was a good win, but only the first in a long process - the whole SW Region plan would be examined by Government for the next 2 or 3 years. If houses were ever to be built, the first would not be until 2010/11. There would be changes, and other vital meetings, and we had to keep up with events. W.P.R.A. would keep the public informed and focus the opposition. He said we were very very hopeful, indeed quietly confident, that as long as we kept our eye on the ball these houses would never happen. We are not going to sacrifice our green belt; we are not going to let a thousand year old village become a suburb of Greater Bournemouth. There followed a lively audience discussion. District Councillors Barbara Manuel and Ron Daw were praised for the strong stand they had taken on our behalf at the EDDC. Many were concerned that Dorset District Council still favoured the housing plans, and asked why there seemed to be little representation on our behalf from our County Councillor, John Wilson - who said he was opposed to a 900 house plan without sufficient roads and other infrastructure, but left the impression that he would be content with some smaller housing plan in the green belt. Many of those present signed up to support W.P.R.A. with leafleting, letter writing, committee work and donations. A collection raised the useful sum of £291 for our work. Many thanks to all who contributed and have offered support. -------------------------------------------------------------------------------------- Meeting report - 14th of August 2006 Council votes against 900 house plan for West Parley’s Green Belt In November 2005 the East Dorset District Council had voted in favour of the South West Regional Authority’s plans. On Wednesday 9 August 2006, under intense public pressure, they reversed this decision. The meeting of their Policy & Resources Committee was shifted to the Queen Elizabeth School, Wimborne. Over 300 of the public were there - by far the largest attendance at any meeting since the Council began. KeepWestParleyGreen, together with the campaign groups from Corfe Mullen and Wimborne, and Councillors Barbara Manuel and Ron Daw from West Parley, all made presentations. Della Edwards spoke for KeepWestParleyGreen and was well reported in Thursday’s Echo. (see elsewhere on this website) The vote, recommending to the Public Inquiry Panel that the projected housing sites in West Parley, Corfe Mullen and most of Wimborne are deleted, was confirmed by the full East Dorset District Council on Monday 14 August. This is a victory for KeepWestParleyGreen and for all the people who have supported us, written letters, attended meetings, and made their views known. But, it is only the first lap in a long race. The procedures and hearings will go on for at least two years, maybe more. There is a Public Inquiry, then the Government, the South West Regional Authority and the Dorset District Council will all come into it. KeepWestParleyGreen’s public meeting at 7pm Tuesday 26 September in the West Parley Memorial Hall will explain all this, and what we are doing to keep on top of it, and seek your views and your help. This will change the face of West Parley as we know it and turn the traffic problem from bad to worse. When the East Dorset District Council looked at the whole South West plan in October 2005, they approved it. Now there is another chance to voice objections when the EDDC meet to discuss this plan: 10am Wed 9 August (postponed from 12 July) Queen Elizabeth School Hall, Blandford Road, Wimborne. Please come if you can, and help make the public’s voice heard on this issue. Fortunately, there is a lot of bureaucracy to be got through before the developers can get busy - and so a lot of chances for us to fight it. The next chance is when the East Dorset District Council (EDDC) looks at the plan again. So far they have approved it. Their Policy and Resources Committee will meet in the Council Chamber at 10am on Wednesday 12 July to consider their recommendations to the SWRA. Be there if you can, to help them change their mind. We need to let them know what we think! Also, we need to write to our Councillors. Remind them how we value the Green Belt - how 900 houses will affect the traffic - how another 2000 people will swamp West Parley’s present 2000 - how we would need roads, schools, health centres and youth facilities to cope with all this - how all this building would close the gap between us and Kinson. The ancient village of West Parley would become just another suburb of Bournemouth.
